The science and innovation policy emphasises the applied nature of defense-related research and development, as well as focusing research topics and cooperation in the following areas:

Implementation of science and innovation policy to achieve strategic objectives in the governance area.
Defense-related research and development contribute to better policymaking and support evidence-based decision-making. The role of science and innovation policy is not only to test, confirm, or refute existing understandings but also to find and implement new and bold solutions. -
Solutions in deterrence, early warning, force development, and defense readiness.
Defense-related research and development are focused on force development and aim to create applicable and useful solutions for the battlefield. R&D supports the development of innovative solutions that accelerate the flow of information and decision-making processes, which allow suprising the enemy. Dual-use technologies and the development and application of civilian technologies in national defense are particularly important. -
Supporting the sustainability of military sciences.
The advancement of military sciences is based on clear and measurable objectives: the quality of science in the governance area is measured through key metrics such as scientific publications and useful models/patents. The focus is on developing doctoral programs and undergoing international evaluation of research activities. -
Platform for international cooperation, including support for the defense industry.
International cooperation in research and development and innovation is promoted in collaboration with universities and the defense industry. Key goals include continued active engagement in the European Union and NATO research groups to increase the competence of defense-related research and development. International competence centers in cyber, electronic warfare, and war and disaster medicine are being created and developed.
Teadus- The science and innovation policy is guided by Estonia's National Security Concept, the National Defense Development Plan, and strategic objectives within the Ministry of Defence’s area of governance. Alignment is ensured with the following documents related to research and development and innovation:
- NATO Science and Technology Strategy;
- Strategic Directions for Research in the European Defense Fund;
- Estonia’s Research and Development, Innovation, and Entrepreneurship (TAIE) Development Plan 2021–2035.
