Ministry of Defence

The Minister of Defence and the Ministry of Defence are responsible for organising the national defence of the Republic of Estonia. The Ministry makes proposals for the planning of national defence policy, implements the planned actions, and organises national defence.

The institutions within the area of government of the Ministry of Defence form an integrated national defence system that brings together policy-making, military defence, procurement, education, and international cooperation into a coherent and functioning whole.

Martin Herem is the Minister of Defence of the Republic of Estonia since 16 September 2026. Herem has held several senior positions in the Estonian Defence Forces in 1996–2024 and in 2024–2026 worked as a military adviser to defence industry companies.

Herem graduated from the Estonian National Defence College, specialising in military leadership in the Land Forces, and obtained a Master’s degree in Military Science in 2012. He has also completed the Higher Command Studies Course at the Baltic Defence College.
