Defence Minister Martin Herem briefed the government today on military assistance to Ukraine through the PURL initiative, under which NATO Allies and partners purchase weapons systems and ammunition from the United States to support Ukraine. Estonia has contributed an additional €10 million to the initiative.

“Ukraine urgently needs additional air defence capabilities and ammunition to protect its people, cities and infrastructure from Russian attacks. PURL is the most effective way to channel European Allies’ resources into purchasing U.S.-made weapons that Ukraine needs on the battlefield right now,” Minister Herem said.

Under NATO’s PURL (Prioritised Ukraine Requirements List) initiative, military capabilities manufactured by the U.S. defence industry are procured for Ukraine. Estonia has previously contributed €21 million to the initiative.

The initiative is funded by NATO Allies and partners, while NATO coordinates the delivery of assistance to Ukraine, including through the NATO Security Assistance and Training for Ukraine (NSATU) command based in Wiesbaden, Germany.

In 2023, Estonia’s Ministry of Defence calculated that Ukraine’s supporters would need to allocate 0.25% of their gross domestic product (GDP) annually to military assistance to enable Ukraine to achieve victory and Russia to be defeated. Accordingly, the Estonian government has set a target of providing Ukraine with support equivalent to at least 0.25% of GDP annually. Last year, Estonia’s assistance to Ukraine amounted to 0.35% of GDP, and this year it is set to reach at least 0.3% of GDP.
