“The IT Coalition has significantly enhanced Ukraine’s technological capabilities, strengthening its defence capacity while reducing losses on the battlefield. In addition to procuring tactical and satellite communications systems, software and hardware for Ukraine, the coalition has also established thematic working groups through which Allies and partners can learn from Ukraine’s extensive experience,” said Tuuli Duneton, Co-Chair of the IT Coalition and Undersecretary for Defence Policy.
“This event marks the 15th meeting of the IT Coalition Steering Group, and I would like to express my sincere gratitude to all participating nations for their continued material and financial support for Ukraine’s digital development and resilience. Since its establishment in September 2023, the IT Coalition has helped Ukraine build an asymmetric advantage that contributes to our future victory. We are especially grateful to Luxembourg and Estonia, whose leadership continues to guide the coalition and turn our joint efforts into concrete results,” said Oksana Ferchuk, Deputy Minister of Defence of Ukraine for Digital Development, Digital Transformation and Digitalisation.
Assistance provided through the IT Coalition may be delivered by participating countries either bilaterally or through the NATO Support and Procurement Agency (NSPA). In 2026, Estonia contributed €5.7 million to the IT Coalition, bringing its total contribution since 2023 to €17.4 million.
The IT Coalition was established at the September 2023 meeting of the Ukraine Defence Contact Group (UDCG) and is co-led by Estonia and Luxembourg. The coalition aims to strengthen Ukraine’s combat capabilities and support the development of a secure, NATO-standard ICT infrastructure for the Ukrainian Ministry of Defence and Armed Forces. Its efforts focus on providing critical ICT capabilities, including data centres, network equipment, satellite and tactical communications systems, and end-user devices.
To date, 18 countries have joined the coalition. In addition to Estonia and Luxembourg, these are Belgium, Denmark, Iceland, Italy, Latvia, Lithuania, the Netherlands, Germany, the United Kingdom, Japan, Spain, Finland, Sweden, Ireland and Canada.
The Steering Group meeting was held on 25–26 May. Alongside the Steering Group discussions, a joint Cyber Defence and Cloud Services Working Group meeting was held. Participants also met with representatives of IT companies operating in Ukraine and attended a demonstration of DELTA, Ukraine’s situational awareness and operational planning platform.
