Mariliis Gross’s extensive career in the defence sector - spanning the Ministry of Defence, the Estonian Defence Forces, and our permanent representation to NATO - gives me full confidence that she is the right person for this responsibility," said Kaimo Kuusk, Permanent Secretary of the Ministry of Defence.
Over her career, Gross has held various positions within the Ministry of Defence and the Government Office, and has served as a political advisor to the Commander of the Defence Forces, General Martin Herem. Her background also includes deployment on the European Union military mission in the Central African Republic.
"Our independent defence capability, comprehensive national defence, and strong allied cooperation are the foundation of Estonia’s statehood. Amid Russia’s ongoing war of aggression, international cooperation and the continuous advancement of security policy are more critical than ever. Navigating these challenges will be my top priority in this new role," Gross stated.
Gross holds a master’s degree in International Security from Sciences Po Paris (Institut d’Etudes Politiques de Paris) and a bachelor’s degree in Political Science. She was awarded the Ministry of Defence Third Class Cross of Merit in 2018, followed by the Estonian Defence Forces Cross of Merit for outstanding service to national defence in 2022.
The outgoing Undersecretary for Defence Policy, Tuuli Duneton, will remain within the ministry's area of governance, transitioning to a new role as Defence Counsellor in Paris.
